Steve is correct, there in no way the level of contamination required to get a high reading off a pid (tyres sniffer) could come from contact with a plastic bag.
If your tyres are exuding that level of chemical then they have definitely been treated with a chemical that could soften them. Washing up liquid would give a reading, because it is in the class of chemicals which could soften the tyres.
The contamination could be accidental but only if the tyres were stored in an environment with a high level of volatile hydro-carbons for a length of time. On a rack over a parts washer perhaps, or in a workshop which uses a lot of contact adhesive. The level of hydrocarbons needed would make the location illegal as a workplace without breathing apparatus!
