But...
Yes, Cadets use a smaller axle (25mm) but NO TKM chassis uses anything larger than 30mm as they are BANNED!
Secondly, TKM chassis use EITHER additional Hubs OR bearing within the wheels! It's an option to use either.

If your lad is THAT small so that he can't fit then really, a TKM class engine could well be too FAST for him. He will weigh SO little that the TKM will be SERIOUSLY QUICK!
If he's the size for a cadet, then that's what he SHOULD be driving........
Karts ARE fast and they CAN be dangerous! Putting him in something too powerful could get him injured! Whatever else you do, make CERTAIN that he has the right helmet, suit, boots, gloves and that includesthe correct SIZE..... particularly is he is going to be driving something pretty quick.
Finallly, do NOT think of using it on a car-park somewhere! They MUST be used on a TRACK!
I could explain more but it's easier if you tell us more about him and you! How big IS he? That's usually given by knowing his age and if he is small or large for his age. How much mechanical knowledge do you have? What sort of 'budget' do you want to spend on this for start? What sort of engine were you going to use on this TKM Hybrid?
