Errrr..... you are not doing this daft sort of thing AGAIN are you? That of stating something and forgetting what you've said within the next 20 seconds again, are you:

Errrrr........ if it is, as you rightly said PREMEDITATED then it IS the same sort of thing! As you so rightly said, the key is: "premeditation" !
In case you missed the point in some of the rest of the above, even the RULE BOOK allows us to leave the CIRCUIT to avoid an accident, etc.. However, if you do that, you are NOT allowed to GAIN positional advantage from that 'skip'. That is NOT limited to OVERTAKING: it also covers where you GAIN by pulling away from someone or you CLOSE on someone else, then the rules ALLOW you to be punsished. So long as you DON'T gain positional advantage, then NOBODY will mind you leaving the circuity to avoid an accident.
However, skipping the SAME white line EVERY lap is done BECAUSE it is QUICKER to use that line! By definition, you MUST be gaining 'positional advantage'. It does not matter one IOTA if OTHER driuvers are ALSO doing it, you are STILL CHEATING (as are they!)!
If you KNOWINGLY skip a white line and you do it REPEADTEDLY it can be nothing LESS than PREMEDIATED! Can it????!!! Unless you KEEP missing the same corner because you are a HOPELESS driver, of course!
