There are no 'adjusters' however they can be adjusted I finished cadets at the end of 2003 but with the old zip pumas we used then,you could get different stub axles. The different angles etc gave different caster camber settings.
No one new about this as this is what the zip young guns were doing then. It was only realised what the zip young guns were doing when someone brought a new set of stub axles of them and realized they had different angles all round giving different caster camber. The he found out that these stub axles made the kart alot quicker.
I dont know if any cadet chassis manufacturers still do this but this is how caster camber can be changed on the cadet chassis.
Caster camber adjusters are not permitted, just like on a TKM chassis but you can 'modify' the chassis in anyway. Drilling holes in the chassis, for your cast of adding adjusters, is modifying.
