If it's not started for 12 months you'll more than likely have stale fuel in the carb by now, you'll need to clean out the carb bowl ,main jet and emulsion tube above the jet, use a strand of wire from a wire brush to poke out the varnish from the blocked up holes, in my experiance you may need to do this a couple of times to get it to run cleanly, this may well even cure the original problem.
If the motor hunts (won't run at a steady speed)after cleaning these brass jets out you'll need to clean out the plastic jet under the large plastic slow running adjustment screw, it just pops out with a screwdriver after you've removed said screw, you'll need a really fine wire to clear this one, just poke out the really tiny hole at the base of the jet.
