Only it isn't quite so simples, is it?
there is a possibility that the Competition Secretary told the Event Organiser and Clerk of the Course that there were 99 entries when the book officially closed. Requirements now 1 ambulance.
The names of the 99 competitors go into the programme and the programme is sent to CoC and the Steward.
Subsequently another 20+ late entries appeared.
The Comp Sec accepts the entries, but of course, the programme doesn't get altered.
The CoC uses the programme and thinking 99 entries checks one ambulance. Likewise the Steward
It's only when there's an accident that people realise that there are a significant number of late entries.
So even if the ambulance comes back, the race meeting cannot continue unless there are less than 100 competitors. Meantime the organisers send out desperately for another ambulance, which someone says they can deliver but it doesn't turn up.
It's a communications error, not a cock-up or incompetence, and once it has happened there is little one can do about it.
Meanwhile, it's easy to be critical on a forum site, but many of the critics are unwilling to assist at the clubs they so readily criticise. There's a proverb about not criticising someone until you have walked a mile in their shoes.
