aquila its not the marshals job to witness incidents the marshals are there for safty reasons to warn other drivers by showing the apropiate flag that a hazzard or incident is ahead of them and to be prepared to slow down or stop.
nothing more nothing less.
its the MSA clerks and deputy clerks job to observe driving standards on circuit and punish any ofender.
however good clerks will listen to any report that his marshals make about any incident observed by them and act acordingly.
good marshals will observe poor driving standards and report this to the clerk, but remember his first duty is track safety,to warn other drivers of the potential hazard ahead
please remember marshals are saftey devices for on track management not enforcement devices for driving standards.
