We really need more details. You have used the word 'rack': 99.9% of karts don't have a 'rack'. What they have is a steering column with a 'drag link' at the bottom which pushes/pulls a pair of track roads leading to drag links on the stubs.
If your question is about the steering column rubbing on the tank, then, so long as it's not wearing a hole, then there is nothing to worry about.
If the steering column drag link is hitting the tank, that's more worrying as it could stop you from steering. If it's the track rods..... that's a MIGHTY strange fuel tank or steering arrangement.
Tell us what you mean more clearly and/or take a photo of the problem and post it to a free 'picture site' (imageshack, yahoo, picasa, etc.) and then copy the URL (web address) to another message on this thread making sure we have the username and password (if required by the site) so that we can see your pictures.
That way, we will be able to see what you mean.
