There's one of two engine builders who would quote a high price because they want you to buy another class of engine.
There's also an engine builder is the SW who says that Blue engines are rubbish because his clients have blown up every engine he has built for them. Oddly enough he advised them to go for a different class too. (Someone bought one of those engines to find out that the bottom gasket was left out , to 'increase the compression").
About the only way one could get a rebuild up to a thousand would be to have the cylinder re-linered, I've had it done once in 8 years and I have racked up a few laps in that time. (Even then it didn't cost me that, but I don't know what the new price is.)
Lecont tyres are �120 including Vat, so close to, if not actually cheaper than TKM tyres.
As has been pointed out elsewhere, Blue and TKM are very close together in pricing, with the only clear advantage being that one can pick up a used TKM engine for less than a used Blue, possibly because there are more used TKM's out there.
At Clay both the Blue and the TKM grids are very friendly and each has a little 'village' of useful people, so the answer is to choose what suits you best.
One of the advantages of Blue may be the NKRA Championships, which TKMs don't do at the moment, if you are also looking for a cheap, regional champs with national status for Clubmen rather than big ticket teams.
