Look I am very sorry for anyone who has a disability but here is a bit of history that might show the bigger picture.
I have Diabetes and around 1981/82 the RAC (old MSA) changed the license form requesting that all drivers with diabetes declare it on the form. We were assured this would have no affect on granting a license. Off course what they said was true but what they forgot to mention was that the following year all people with Diabetes would not be allowed a license, no exceptions even if you could prove you were medically fit.
Thankfully things have changed and people with various disabilities are permitted to race now. So instead of viewing it as a rip off, view it as the little bit extra you have to pay to get the opportunity to race at MSA level. There will undoubtably be extra adminstrative expenses to facilitate this priveledge so it's not like it's all extra profit to the MSA.
Final point is we live in a country where the medications for long term illnesses are provided free irrespective of the taxes paid by the individual. So this more than offsets the MSA charges.
