The Friday practice may be run by the club rather than S1 or FKS but neither series could run without the MSA permit so they can / have influenced the organisers to include this requirement in the regulations. Thse series also run at ABKC tracks which need MSA licences for their regular monthly meetings. I think this is just another case of poor communication - most parents already ask the school for time off and most schools support sporting activities so there is not a major problem. It is probably no more than the governing body trying to show a responsible attitude but the MSA are not very good at telling us, their customers, why they are doing these things. A bit like S1 this year. The increase in costs and introduction of cameras could all be easily justified but instead of making a statement up front they have had to respond to criticism.
