I've got two guesses as to why this is true...
The average karter can relate to Rotax more, as it is raced at pretty much every single track. These karters will be tempted by the fact they can join the fun at Super 1 level, believing that Rotax is a level playing field and that they will be able to compete at national level.
Secondly, with no club racing for the KF classes, they can never expect to get huge S1 grids. The average karter will be totally daunted by the premier classes, and everyone still has this perceived (true or not) view that the MSA classes are only for the rich.
In reality, as you point out, it'll cost you and arm and a leg to be competitive in any class at S1 level.
All IMHO of course. I'm probably missing something fundamental also, but they are my best guesses!
