Have a search on Ebay for generator parts.
You can get patern parts that fit lots of generators.
NOW! your fault might not be the regulator.
I wouldn't expect a voltage regulator to rev the engine.
There is a mechanical regulator on the carburetor linkage that is attached to the crankcase.
This can slip out of position.
When the engine is running 'off load', the mechanical regulator keeps the revs steady.
As you load the electrical side of the generator, the revs try to drop.
The arm on the crankcase then pulls on the throttle linkage to increase the revs.
It shouldn't rev up 'off load'.
