I think that's a shame and a wasted opportunity. What UK karting has in it's favor is the arcs + novice system followed by a graded licence system, this allows you to run qualifying races in relative safety.
In France like other European countries a new to karting 9 year old can get a kart and a National A licence on a Friday and immediately take his place on the grid (with 13HP, twice a UK cadet, under him) that weekend, with zero experience. The only mechanism to prevent carnage is timed qualifying, so they have no choice.
After just a few UK club races and S1 rounds my lads overtaking skills are better than virtually anyone else in his age group here. He will tell you that in his first weekend of UK club racing he learn't more than an entire season of national racing in France.
