That isn't going to work. Firstly gearing is only applicable to a particular weight and driving style. Craig Copeland regularly uses less teeth than I do, if I reduce to his level my laptimes increase. With each choosing a gear appropriate to our style th laptimes are far closer.
On the other hand, I race competively against a much heavier driver, who uses a tooth more than I do but has a Blue Maxi engine (another 15 cc).
On the rebuilds front, anyone determined to win will do all their practice on a practice engine and keep their competition engines 'for the day'.
Besides, I have seen someone with two identical engines, with the same serial numbers, which they cleaned scrupulously between races just so one couldn't tell which one they were using. (And a collection of spraycans to imitate the on-grid markup too.)
Fundamentally, if you want to race Club 100, race Club 100. Don't try to force Club 100 inside the MSA boundary just to make up numbers.
