My personal opinion is the UK has produced so many excellent F1 drivers due to the random grids of karting. Race craft is under appreciated skill and watching a few european races will show you how little have it over there due their qualifying from an early age. The truth of the matter is you have to fast and have race craft to win a random grid. You only need to be fast to win qualifying. There's also a lot to be said for the ability to avoid accidents which you'll never pick up starting at the front all the time. Plus your driver will improve a lot quicker on random grid as he is more likely to have the opportunity to learn from someone quicker then if he qualifies amongst people of his own pace.
All in all, i'd go for random grids.
