I agree with itpro's comments as well, but I feel that my question has not really been dealt with, probably because I didn't phrase it carefully enough!
I'm not asking about the responsibilities of the drivers, although I appreciate the advise here; I'm asking about the application of the rules that seek to ensure they are as safe as possible by requiring that a driver is capable of achieving a certain speed. The question is enivitably directed at the slower driver, not because they are at fault in any way, but because the rule applies to them and not the fast driver. Perhaps 10% is too small a figure, I don't know, but routinely being lapped within 5 or 6 laps gives me some concern because it would seem to lead to an almost inevitable incident. I should confess, however, that I am quite new to this, hence my interest in the opinions of more experienced people.
