RocketMan46, you are just guessing about the number of barrels and how long it had been going on. However there is no doubt it was done and the culprit has been caught and dealt with.
Your idea of returning engines to the importer would work but as 'davidmc' says below it would cost money.
A far simpler way would be for the importers to publish their measurement information so the Scrutineers could do their job properly.
With regard to building to a 'fiche' and having no 'seal' as I posted in the thread below that was one of my recommendations in the Green Paper submission to the Kart Committee and I would support any change of that type to the current Rotax and Cadet regulations.
However as the Rotax Classes are current I cannot see a change there. But however I would hope that the 'new' Cadet engine and any future new classes approved by the MSA are all regulated by a 'fiche'
