The rules apply for the entire track and the entire race. You're allowed to make one move to defend your position, and if you are ahead of the kart to your side, you can move towards them and expect them to give you room. Even if they are on the bumper of the kart in front. If they have set off in second place at the same pace as the pole man (person), second place is theirs. If third place man doesn't give them space to defend that position he has effectively knocked second place man off.
It's basically Q14.4.2 from the MSA regs:
"14.4.2. Overtaking, according to the circumstances, may be carried out either on the right or on the left. However, manoeuvres liable to hinder other drivers, such as more than one change of direction to defend a position, deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are strictly prohibited. Any driver who appears guilty of any of the above offences may be reported to the Clerk of Course."
Obviously there has to be some common sense applied. People thinking they can make up 3 or 4 places off the start generally end up taking loads of us out. If you're on the inside line on a rolling start, you have to expect the kart on the outside line in the row ahead of you to move in as quick as they can. If they don't, they'll lose their position. As long as they are ahead of you, they are within their rights.
