It would be wrong to consider Hooton the norm for non-MSA karting. Most run to very similar regulations to the MSA with scrutineers and coc that are MSA officials. EPEC, for example, is officiated by none other than Kelvin himself and attracts the top enduro teams as a result. PF runs non-MSA pro karting with a tweak to the weight limit while Warden Law has a full race meeting of numerous classes. Cadets do run a libra class which is well supported and although the 2013 regs are currently being written I would be surprised if they didn't follow the MSA regs.
It works well delivering drivers/customers the series we want and at WL certainly has continued to succeed when the MSA club failed a few years ago.
Having raced both I don't really mind which code I race within so long as the rules are applied fairly and consistently. Open racing has its place but the problems occur when those karts appear at regulated races.
