It took several years to get the Formula Blue restrictors sorted, remembering that the original purpose was to allow aircooled and watercooled versions to run competitively.
Even now there are some detractors who claim that there is an unfair advantage between the Maxi (for heavier drivers and the standard Blue for lighter drivers, though the top drivers are within hundredths of a second of each other on a mix of different engines and weights.
I would not expect a single iteration to get three different engines all producing different power curves right, and I would expect that libre drivers may have to change their restrictors several times.
I have to say I like the Blue philosophy, it allows fair racing between all the participants without the dangerous burden of lead. At the weekend I was practising on an otherwise empty track with a young junior. Despite the seven stone difference in our weights, our lap times were comparable and neither of us were carrying lead.
