We got a lap record last year at our track that had stood for 6 years, on Mojo's and with restrictor and an 09 many meetings old chassis. My lad had learnt the throttle lift off the year before 2011 - his first year in mini. But the day of the record was more to do with kart set up, the conditions, engine set up, my lad being focused. Every piece has to fit together to get a lap record. Also a huge chunk of luck as we are no experts so by working at it you MAY only MAY fall upon the perfect set up for a lap record, which lasts only one race and you are backing to guessing. On the restrictors the is more chance of a lap record as more will be racing without having to learn throttle lift off, but the restrictor itself doesn't add performance it just makes it more likely you will not loose perfomance through lack of driver knowledge. It was one of the very few but very good improvements Rotax introduced. Please leave the exhausts, 12.5 carbs, rads etc alone!!!
