Sam..... it sounds like 'setup' to me.
Do not believe the tripe that there is 'one' setup... There isn't, there's the setup that works FOR YOU ... and all the others setups that MAY work for others
From your description of the performance changing from wet to dry... a main cause would fit that bill. You lad does not like oversteer and he gets that from the new chassis. That fits the same 'cause'. I am STRONGLY biased about this but I am NOT claiming it to be the DEFINITE cause.... just suggesting it as a possible:-
Check the weight distribution!
As a rule of thumb, many people set the weight distribution at 40%-60% (front to rear) in the dry and 45%-55% in the wet. This moving the weight forward in the wet reduces understeer BUT it increases oversteer but, in the wet, it's usually understeer that's the 'worst' problem. They move the weight BACK in the dry because you'll get excess OVERSTEER if the weight is too far forward.
..... and that sounds like exactly what you are experiencing:-
1) too much oversteer in the dry 2) good performance in the wet 3) return to oversteer and speed-loss when the conditions dry.
Try moving his seat backward about 1 to 3 inches.
