You won't GET a definitive answer.... it's just a matter of opinion.
We can give you evidence and we can show you how the sealed Rotax formula has developed USING the sealing. It just depend on whether you think that the Rotax scheme DOES deliver 'fair and equal racing'....
Finally, you have to consider the alternatives. There a three obvious ones:-
1) TKM formula..... no engine modifications at all 2) Blue Printing any motor UP to the 'fische' and preventing the addition of any metal (or other materials) inside the motor, as used to be the rules for 100 National 3) Allowing ANY modification so long as the engine remains below at a few max data points (e.g., 100cc max, no injection, no turbo etc., etc.)
You now have to make up your own mind based on the facts given.
For me, the Rotax formula is slightly better than the 3rd option but (in my opinion) those two are BOTH CR*P because the costs ALWAYS go stratospheric in both of those two 'regimes'!
