'Had it checked...' by whom?
The only valid 'check' is to weight the kart *(see below) and calculate the front/rear weight distribution. If those who 'checked it' did that, then it probably is correct. Any other sort of 'measurement' doesn't take your lads 'build' properly into account.
...... but why NOT try moving the weight distribution. If you don't want to move the seat, do it by 'ballasting' the rear severely and see if the oversteer disappears. Many of the rest of us have more than one set of mounting holes in our seats so that we can move our weight distribution as conditions change. *(see note below)

* If you want advice on how to mount the seat, I can send you another 'layman's guide' on the subject. It's simple but time consuming. If you move the seat backward, you can usually adjust the pedals to fit.
