I can only apologise if you feel things are getting a little rushed now. I have been developing this tooling through the year but it is done in my spare time. Each time I make an alteration, I check it against the engine I have but then I ask the main engine suppliers to check it against their engines to make sure that we are on the right track. This all takes time. You should be able to get hold of this tool very shortly, or get an engine preparer to check. But, apart perhaps from the very fastest engines, all engines that were legal this year will be so next year, so it is only a case of "optimising" your engine if you so desire. I understand your concern about libre grids, but can assure you that from the outset the directive to me was always that the Honda should be slower than the official MSA cadet class engine, the IAME.
