Hi Brian,
With the right DTi and LOTS of care, an accurate TDC position can be achieved (well within a degree).
I verified my timing using the two methods you described above (don't want to be accused of running a dodgy motor!), however you are limited by the diameter of the timing disk, the amount of graduations printed within each degree and even the diameter of the pointer so even those methods are not guaranteed to be perfect.
It's all down to how good your tools are and the care you take.
Obviously when setting timing, you can err on the safe side, however the scut's need to either apply a tolerance or get it absolutely perfect.
I'm still 100% in favour of what Kelvin has done though to equalise the engines out there.
