I'm not sure that people don't enter the NKRA because "they might not cross the line first", simply because this is the way it is with every championship.
Even in a club championship or the LGM the person who wins the series will have accumulated the most points. Indeed, in Lewis Hamilton's F1 Championship year he won the championship by coming 5th in the last race.
There is a problem with any clubman event where the races are integrated with the club events that someone not in the series might inadvertently alter the series standings by affecting another driver, whether it be a National series like NKRA or a visiting driver not involved with the club championship.
Your reasoning sounds more like a bit of advertising for a separated series "Join the XXX because the winner passes the post first, not like XYZ". It may be attractive as advertising, but it isn't necessarily accurate; though I agree with you it may get some drivers to sign up.
