I agree with everything you say there Simon, but I step in as you have got the Clay IKR tyre rules wrong. They will be factory stamped and each driver will only be able to purchase one set. There may be more elaborate ways to cheat the system if you really wanted to and I agree with your sentiment that the more serious it gets, the more people will look to do so. We're hopefully a few years off that though.

I hope Nigel Edwards reads the (constructive) criticism, both here and over on the other side as it will help him to refine the 'tool box' into something that could be really positive.
