I think there was a similar discussion on here the other week.

The main reason for a PG licence is so that fines can be enforced against someone (as they can't be enforced against a minor).

PG's can sign on more than one driver and a driver can have more than one PG. So if a PG is banned (which takes some doing), they can't be surprised that they aren't allowed to compete until another PG takes responsibility.

As Alan points out, Clubs have their own rules and can ban drivers (of any age) and PG's. Landlords can also ban anyone (of any age) from their circuits.
