I'm curious that you say the one-armed driver was all over the place.
There have been many one-armed drivers who were perfectly able to mix it with the best.
Indeed, my Son broke his arm at Llandow and wanted to continue the meeting after stabilising it.
The officials decided to observe him and when he overtook two karts in the hairpin, decided he was capable of racing one-handed, but then he did practise one-handed driving.
You don't move the steering much in a kart so you don't need great mobility.
I'm sure that if a driver experienced a mini stroke and crashed, the officials/paramedics would have picked it up.
If a driver knowingly races in an undeclared & unfit condition, then he could be liable for a civil action claim against him.
Any insurance company can refuse a claim if all reasonable declarations haven't been disclosed.
Are you sure you're not unnecessarily victimising the disabled. Have these drivers just been involved in crashes, not caused them?
