Question 1. There definitely shouldn't be any additional tampering with the nosecone after it has been fitted in front of the scrutineer upon entering parc ferme. That's the whole point of arriving with it loose. The club need to tighten up their procedures. The regs stipulate that the clips should be operable by hand only with no use of tools to do them up or undo them. Clearly the clamping force of the over center clips has an effect on the pressure holding the mounting blocks in place, so if you use mole grips it will hold more firmly.
Question 2. Unintentional dislodging of the bumper is an unfortunate side effect of their introduction and the rules state that the penalty is mandatory. You can understand why it has to be so, as almost every offence would be contested by the driver arguing that it happened by mistake when driver B slowed unexpectedly etc. There just aren't sufficient observers or officials to guarantee witnessing every incident on track 1st hand.
We've suffered a penalty this year after my lad hit a spun kart when there was no where to go. It's akin to the football penalty awarded, only to discover after seeing the TV replay that it shouldn't have been. You win some, you loose some but hope that it balances out in the end. Not ideal, but such is life
Overall, the system works well as far as we have found, and the driving standards are better.
