That would work IF everyone played ball but they wont. When Steve Chapman was active at Whilton he would go round the paddock and try to stop revving of engines but as soon as he was out of sight a few would start again. Then, with the expansion of team awnings it became more difficult to spot the perpetrators.
It should be possible for individual clubs to have a rule that revving of engines will result in exclusion from the track but maybe this is not possible when the race is under MSA regs. If that is the case then you have to be able to have a regulation that will stand up to a legal challenge and the regulation probably has to apply to all meetings even where the track does not have any noise issues.
