Don't know about your experiences, but where I mingle the examiners do seem to take it seriously with regards to examination. At Llandow Mark even follows the driver around on the track in a kart if he gets his way!
IMHO the system is good and works pretty well. I am mechanic-ing a novice at the moment and he's slowly picking up his pace and race-craft as he's getting his signatures. I also don't think a driver is "off novice" until after about 2-3 full plates meetings, particularly if there are few novices in the first few races, there's little he can pick-up on the starts until he gets a mid and front row starts (at some places even pole) on full plates, in full knowledge that almost everyone behind him is faster! No substitute for that, you have to be switched-on then!
Some pick-up faster than others of course but in general I've never seen anyone that was downright dangerous to be on the track.
