David,
like me you have/will find that officials swing in the wind and some of the worst as in rudest replies I've had were followed up the next day by the same person behaving perfectly normally and as if they'd never seen you before.
In the main, I'd say the ones I've dealt with at S1 and Club level have been polite and well intended. Yes there are some who pull on the jacket and behave like a demi-god and I've been on the receiving end a couple of times.
I remember S1 round 1 last year at Clay when I discovered that the tyre draw for Juniors was due to commence AFTER James had gone out for his timed qualy but BEFORE the 2nd group of Juniors did theirs. I pointed this out to one of the CoC who told me to go and speak to the technical team. They gave me short change so I went back to the CoC, told him and he marched across dragging me with him and politely confronted them. End result was a change to the time of the draw so not to disadvantage anyone. End of the day it was an admin error/scheduling issue not noticed until 30 mins before it was due to happen but it was resolved sensibly and out right for r2.
which conversely speaking of, at Sheny last year I went up to an ABkC official and started to explain an issue to get his general view and it was going quite well until he realised he wouldhave to do something other than listen - like DO SOMETHING. At which point he looked up to the office with a 'if you want to take it further then you're on your own...' look and literally walked off!
Have to say though that my general experience in 5 years has been positive but then again, we only went to the CoC office 3 times in that period!
As for S1 organisers then my limited face-2-face experience has been good. But I do know others who do Stars who have made the same comments you and others make and maybe forget that if no one turned up there wouldn't be a series!
