If you read the regs it explains that if there is a change in contitions that make one session much quicker than the other then the final qual order is mixed. See below
2.3.2.7. The timed practice results order will decide the grid positions for the two heats. Each driver�s quickest single lap only to count. The quickest lap takes pole position. In case of a tie the second lap will be taken to resolve the tie and then the third lap etc. If there is more than one session and the fastest time achieved in the slowest session is not more than 101% of the fastest time achieved in the faster session then the classification will be determined by the order of the fastest times achieved by each driver. If there is more than one session and the fastest time achieved in the slowest session is more than 101% of the fastest time achieved in the faster session then first place goes to the fastest driver in the faster session (fastest time overall), 2nd place goes to the fastest in the second fastest session, 3rd place to the fastest in the third session if there is one, or to the second fastest in the
