If money is a primary concern I think I would go for a twin Honda engined pro kart as the engines are far more reliable and not sealed. The Rotax engines are reliable as well but you have to do far more in the way of running repairs and costs can escalate quickly. There is also lots more to play with while at the track with the Rotax so for ease again I think a well sorted prokart will give you far more seat time so you are driving and not making constant set up changes.
The hire karting is a good route but in my opinion at least I really do enjoy the "tinkering" side of karting and maintaining my own kart which is something you don't have with hire karts.
I guess thats the decision for you to make. If you want to do things to the kart yourself and learn how it works etc, go owner driver, if you simply want to drive and nothing more then hire one.
