I wasn't at this meeting either. But in principle when a race is red flagged the karts are, in effect, in parc ferme. If a kart cannot restart for any reason then it is deemed DNF or classified in it's final position. If a kart cannot restart because of the incident that caused the red flag and the competitor feels unfairly disadvantaged then there is the right to protest immediately following the race - with the clerk of the course able penalise/exclude competitors as the rules provide. But to not restart the race at all can only deliver an inequitable result. There's no perfect formula here, and there will often be someone who rightly feels the victim of circumstances beyond their control. But if there's no race there cannot be a race result, and I believe the majority would prefer the latter.
