Lots of good advice there - personally I would do Honda clubman at Rye and buy a new T2 engine out of the box. Look at either Project One, BRK or Zip chassis - and buy nearly new if you can (Gerrard at P1 does a very good service on these).
Don't be fooled to think Honda's are any cheaper and less competitive than running at the front of Comers or IAME. Good Honda engines go for many �1000s (look on the ads section of this site). Grids are excellent at Rye, Kimbolton and Ellough Park - you local three tracks.
Just remember that no-one knows the rules for 2013 for either Comer of Honda in terms of how to slow them down - so if your son is light (he is bound to be if he's a youngster) you may end up carrying a lot of weight (prob not far off 20kgs) if they add 5kgs to the Hondas for next season as has been rumoured.
If you do look at IAME - our experience of them to date has been excellent - the driveability of the 2 strokes but the reliability of the Honda. Of course, if you go the IAME route, you know this is the Cadet class for the period you will be doing it - and nothing like getting in at the start!
