I don't see sealing as anything to do with performance - its to do with traceability, responsibility and some buyer protection.
If I'm new to karting and I want to buy a sealed engine, I can take down the number and get it checked as to who rebuilt it/history etc..
It "should" be legal to race, and if not then I have some comeback with JAG (in the case of Rotax) and the engine builder.
If its unsealed I have no idea what's in there / who touched it / legality or anything. How would I know without either having to pay someone to inspected before I buy it, or immediately handing it over to an engine builder to check it out -- only then to find I've got to spend money to put it back legally....
...or have I missed something?
