The `Rules' can not be that secret if you know they can only be changed at an AGM or EGM.
You have still not clarified what the `Debate' is about so how could any club propose it?
The idea of a Driver Representative is not new. About a year or 18 months ago, John Pike volunteered but he is a university student and went on a one year placement in Italy so could not do much. I believe that clubs had been invited to nominate people for this role but there was the usual lack of interest.
Andrew Rees Renoylds started a BKDA facebook page and it has attracted about 1800+ followers. Despite this, when they did a poll to ask if they should nominate a driver rep, the response was very low (30ish) and no name was put forward.
I do not see your problem with S1 having 2 votes throughout 2016. S1 run the national championships on behalf of the ABKC. They are not class promotors and it will make little difference to them on which classes operate in 2017 - they will just run championships for those classes (subject to any tender to run the championships).
You seem to be finding conspiracies where they don't exist.
