This is nothing new this rule has been in the blue book for years. All national bodies of all sports sign up to the drug testing orginiastion to show that they are addressing the issue of performance enhansing cheats. Motorsport is no different in this. Im sur this is aimed at the higher end of the competion like S1 and car racing than 8 year old cadets, however as a cadet parent you should be aware if your child is on any medication and competing that the drugs dont cause a safety issue for them amd point this out to your doctor that he races in motorsport amd maybe an alternitive medication can be given.
As for alcohol the clerk could ask the medical staff to asses a driver if he was suspected of being under the influence, and i would hope that other drivers would vioce theit concern tomthe clerk idf they suspected a driver as the last thing we need would be a drunk driver out on a circuit
