So did you replace the needle valve assembly, seat etc... ? and fit everything properly ? The kind of problem you're experience sounds like the needle valve's not closing properly. That could be the rubber seat [worn/wilted] or the lever's bent, or the spring's not working properly or the lever/bar has some dirt in it or there's some dirt further down in the assembly.
In terms of of pop-off pressure, I wouldn't read too much into it on a tillotson. Its really a tuning issue and not related to the kind of problems you've been experiencing. I rarely fiddled with pop-off pressure until I started TKMs and had that God forsaken Walbro rubbish. In any event, here are a couple of useful sites to look at in terms of pop-off.
