Well, it's made out of old Ladas and Lancias so you will not stop it rusting.
The trouble with heat proof paint is that the more you put on, the more it will flake as it's only designed to be put on in a very thin coat.
I've never painted our exhausts but I keep them looking smart by covering them in engine oil and burning it on with a blowlamp till it catches light,
Then I rub an oil soaked rag all over it while it's hot.
Thereafter a quick spray with WD40 after race, brings it up nice again.
It also lets you see any cracks that start to appear.
Heat proof paint is difficult to removeand grit blasting will leave a rough surface that can attract water and cause rusting if its not oiled.
Probably the best solution is to chemically strip it back to bare metal and give it a new coat of heatproof paint, if that's the finish you like.
