Given that you want the Kart to cover two different weight categories, then I would suggest Formula Blue. That would allow you to drive for fun against each others times as well as race against others under MSA rules.
Changing the restrictor would enable either of you to be competitive and the Maxi engine overlaps the three heaviest weights. So unless there is a significant difference beteen your weights, one class suits both.
You won't have a problem getting a grid around Birmingham, as they are present at Wigan, GYG Hooton Park, though not currently at Shennington,Wilton or Rissington.
The other advantage of the Blue is that it is an unsealed engine, if you want to do your own maintenance you can, not something you can do in a Rotax if you want to race it.
Speed wise all the engines are close, it's more down to tyres and permitted gadgets rather than engines, and the Karts all require different skills to drive. Fun wise you cannot measure the difference in the width of smile of a driver, whichever of these three they choose.
