Welcome to gearbox racing. K9C is the latest TM ICC/KZ engine, however they only started in 2007. If the engine is a K9C it will have it engraved in large letters on crankcase, above the clutch. If it just says K9 then I would suspect the engine may be a 2002 K9. The AFR stands for Andy Fairless Racing the TM importer, you will find their contact details in the companies directory on this site. Give them a ring they are always very helpful and may know the history of the engine, your going to need them for spares anyway.
You have to use the 30mm VHSH carb, I think we paid about �150 for a new one this year, but you could probably get one second hand.
13cc is the minimum head volume, if your engine is 'standard' and ICC/KZ homologated like you say then it will be 13cc.
