Marcy.... you sound very confused!
The TT27 was a great and historic motor. It was NOT a reed motor but was a Rotary Valve (a system I MUCH preferred). I cannot imaging ANY way you could fit a front mounted reed system to one without replacing the crank case and it wouldn't, then, be a TT27.
I imagine you could mount a DIFFERENT crank case but I can't see the advantage.
You sound as though you think it will be especially quick with this modification. That I doubt GREATLY! I have a TT27 which I own as a 'collector's item' purely to keep it ENTIRELY ORIGINAL form because the motor was SO good in its day when COMPLETELY unmodified!
However, I'd use a more modern and equally cheap reed motor (you can pick them up cheapy on ebay) (ex. FA and Ex National). The TT27 is a collector's item (in my opinion), a bit like an old 1962 MV Augusta motorbike or a 1970's Formula Ford.
