You are correct, but consider this, if you are wise enough to use Jet-Tech Software in the first place then surely; having found that "BrandX" this is the best fuel and taken the time to fine-tune the software you would then always buy "BrandX" to race with?
However if for whatever reason that was not possible then you would simply fine-tune for another fuel lets say "BrandY".
Then at a later date whichever fuel "Brand" was available to you, a simple click of the mouse returns optimum jetting for that Brand as your previous fuel "BrandX" and "BrandY" fine-tuning is saved in the software's database.
