Welcome to WTP karting. If you have the low jet setting (the one nearest the engine) set to about 0.50 a turn out and the high jet about 1.50, that should be somewhere near.
Your oil to petrol ratio is the same as we use, but we use Shell M Castor based oil, not Shell X, which is a synthetic oil.
Look on the back of the Shell X bottle and you will see the recommended ratio is 1:40, oil to fuel. This works out at 125ml to 5 litres of fuel, so if you are using synthetic Shell X at 250ml to 5 litres of fuel, that may account for the oily discharge and smoke.
Make sure your exhaust is clean. We use a strong caustic soda solution poured in the exhaust with the stinger remover and end pipe plugged. Left overnight and flushed out with a hosepipe this removes carbon/oil deposits, but may need several applications if this has not been done for some time.
Both Aidan and I are please to see a revival of WTP class at GYG, by far our favourite circuit.
