I must agree that what you have suggested is what easykart have done except that they do not run at club meetings.
Folloowing on from the posting abour rotax v tkm I had a look at the results for several clubs (just the latest on this site) and tkm was the biggest class at Cheshire, Warden Law, Rissington and Shenington. In fact, at warden Law there were only 7 entries for minimax and junior max combined.
At some tracks there were les than 20 entrants across all three classes.
Maybe we need a genuine libre class for cadets and juniors but for that you would need to standardise chassis acroos the age range and find a way of making the speeds as equal as possible.
It will be interesting to see what the MSA review comes up with.
